The Congress Party on Thursday launched a sharp attack on the Nitish Kumar-led NDA government in Bihar, releasing a 42-page “chargesheet” titled “Bees Saal Vinaash Kaal” (Twenty Years of Destruction). The document accuses two decades of NDA rule of corruption, unemployment, and institutional collapse, and claims the upcoming Bihar Assembly elections will have a “decisive impact on national politics.”
The chargesheet was released at the Congress state headquarters, Sadaqat Ashram, by Bihar Congress chief Rajesh Ram, alongside senior party leaders Ashok Gehlot, Bhupesh Baghel, Adhir Ranjan Chowdhury, and Jairam Ramesh.
Rajesh Ram said the party is determined to “end two decades of misrule” under Nitish Kumar.
“Nitish Kumar’s government has plundered Bihar for 20 years. Now it is time for change — Bihar is ready for it,” he said.
Former Rajasthan Chief Minister Ashok Gehlot said the election will “determine not only Bihar’s future but the direction of the entire country.” He accused the BJP-JD(U) alliance of “failing in governance, letting corruption thrive, and pushing Bihar backwards in every sector.”
Gehlot cited a CAG report claiming the state government has no account for ₹70,877 crore and lacks utilisation certificates for ₹49,000 crore. “The worst corruption is in education and health departments,” he said, adding that the state faces “a crisis of governance where 3 crore youth have migrated and 16,000 schools lack electricity.”
He also alleged that crimes have risen by 323% in the last two decades. “Every day there are eight murders, 33 kidnappings, and 55 crimes against women,” Gehlot said, describing the state as being in “an extremely poor condition under NDA rule.”
Former Chhattisgarh Chief Minister Bhupesh Baghel accused the government of shutting down the MGNREGA programme and neglecting farmers. “No new industries have been set up in 20 years. Unemployment is rampant. The people of Bihar are suffering under crime and corruption,” he said.
Congress leader Adhir Ranjan Chowdhury alleged that the government is “misleading voters with last-minute freebies.” He said, “The same Modi who opposed the freebie culture is now distributing doles in Bihar because the NDA knows its defeat is certain.”
Party general secretary Jairam Ramesh called the chargesheet a factual account of two decades of decline.
“This is not just a political attack — it is a record of Bihar’s condition under the so-called double-engine government,” he said. “The future of Bihar lies in industrialisation, agricultural growth, education, and healthcare, not in migration and scams.”
Ramesh questioned why the state’s 65% reservation law was not included in the Ninth Schedule of the Constitution, saying the NDA had failed to protect social justice measures. “This election is not just for Bihar’s future, but for India’s democratic soul,” Ramesh added. “The message from Bihar will echo across the country.” The Bihar Assembly elections will be held in two phases — November 6 and 11, with counting on November 14.
